– April 11, 2024: The Senate will likely consider Sens. Manchin (D-
WV) and Crapo (R-ID)’s legislation (S.4072), which would prohibit the use of funds by the
EPA to implement the final rule on “Multi-Pollutant Emissions Standards for Model Years 2027
and Later Light-Duty and Medium Duty Vehicles” in FY2024. This rule would strictly regulate
passenger vehicle tailpipe emissions and would require over two-thirds of all new vehicles to
be electric by 2032, thus creating an electric vehicle (EV) mandate. It is the most
aggressive tailpipe emissions proposal ever crafted, and it would detrimentally impact
Pennsylvania’s refineries, along with their labor and management partners. Additionally,
the unprecedented benefits secured in the Infrastructure and Investment Jobs Act (IIJA)
such as the two hydrogen hubs in Southwestern and Southeastern Pennsylvania would be
stifled by this rule, along with impacting overtime the tax credits included in the Inflation
Reduction Act (IRA) to onshore the domestic production of EV aggregate materials and
supply chains that are currently produced in China.
I am not opposed to EVs in the marketplace, but I am completely opposed to a rule
that dictates what vehicle I must drive in America. We must hit the brakes on this
misguided rule and with the above in mind, I respectfully request that you support this
timely and important legislation.

DESCA – We are pleased to announce that the Mid-Atlantic Clean Hydrogen Hub Team has been given the green light by the DOE to submit a full application. The DOE received nearly 80 concept papers, 33 of which were encouraged to submit a full application by April, 2023.
