Support A Legislative Solution to Allow the Voluntary Sale of E15 Year-Round AND
to Cap RINs Prices

 

Recently, your members of Congress sent a letter to Speaker Johnson, Leader Jeffries, Chair McMorris Rodgers, and Ranking Member Pallone requesting a legislative solution to allowing the voluntary sale of E15 year-round.

We write today respectfully requesting that the legislative solution also include the merits of H.R. 4576, Safeguarding Domestic Energy Production Independence Act of 2023, which would provide refineries access to renewable fuel credits at a low, fixed price to use for compliance purposes only. The legislation would reduce the compliance costs of the RFS, ensuring stability and predictability for the skilled union workers at refineries, while accelerating the deployment of advanced biofuels, supporting farmers, and investing in conservation.

This legislation would direct the EPA to issue and sell “conventional biofuel waiver credits” at a low, fixed price for refiners to use for RFS compliance with the conventional biofuel requirement if they are unable to obtain renewable identification numbers (RINs) cost effectively in the marketplace.  This credit would operate similarly to EPA’s waiver credit for cellulosic biofuel.
